ITC Request for Qualifications: Seeking bids from Qualified Architectural and Engineering (A/E) Firms.

The Infotonics Technology Center was recently awarded funding through the Economic Development Administration (EDA) of the U.S. Department of Commerce, matched with funding from the State of New York, to design and construct the Infotonics Commercialization Center (ICC).  This Center will be built on the current Infotonics site at 5450 Campus Drive, Canandaigua, NY 14424.  Total available square footage for this project is approximately 11,000 square feet on two floors.  This is a remodel of existing space for use as a mix of office, cleanroom labs, meeting space, and common areas. 

The purpose of the ICC is to act as a business incubator to assist small businesses, entrepreneurs, and innovators with the validation and commercialization of Microsystems and photonics-enabled technologies.  It will interact with the MEMS and packaging capabilities of the ITC, university partners, private R&D Centers, national laboratories, venture capitalists and others providing necessary services in support of that goal. 

Infotonics is seeking bids from qualified architectural and engineering (A/E) firms for all services required by Infotonics for the planning, design, and construction phase of the project.

Submissions to the RFQ must include proposed uses of the available space to maximize the desired qualifications of Infotonics for this space.  These include:

  • General office space
  • Some closed offices
  • Shared conference rooms
  • One large meeting space
  • Generic lab space (approx. 160-300 sq-ft/lab) – possible wet and dry labs, BSL2
  • Goal of suites for 8 to 12 companies
  • Renovation of corridor(s) and lobby
  • Renovation of plumbing, HVAC & electrical infrastructure

Firms interested in responding to this RFQ must take the following into consideration:

  • The A/E’s fee for basic services is either a fixed price or a cost reimbursement with an agreed maximum. 
  • The A/E contract compensation is not based on the use of the cost-plus-a-percentage-of-cost or percentage of construction cost form of compensation.
  • The A/E’s fee covers all services necessary for the successful execution of the project, including consultations, surveys, soil investigations, supervision, “as-built” drawings, arrow diagram (CPM/PERT, for example) where applicable, and incidental costs.
  • The basic fee does not exceed that prevailing for comparable services in the project area. 
  • Regardless of who furnishes the construction inspector, the agreement requires the A/E to make sufficient visits to the project site to determine, in general, if the work is proceeding in accordance with the construction contract.
  • The A/E contract requires the A/E to maintain all required records for at least three years after Infotonics Technology Center makes final payment and all pending matters are closed.  There must be a provision to the effect that Infotonics, EDA, the Comptroller General of the United States, the Inspector General of the Department of Commerce, or any of their duly authorized representatives shall have access to any documents, books, papers, and records of the A/E which are directly pertinent to this grant program.

The selected A/E will ultimately be required to provide the following, in addition to the items listed above:

State a specific timetable in the A/E agreement for:

  • Completing preliminary plans and associated cost estimates;
  • Completing final plans, specifications, and cost estimates;
  • Securing required State and local approvals; and
  • Completing proposed contract documents sufficient for soliciting bids.

Infotonics also seeks an A/E firm that can serve the role of project inspector.  This requires providing surveillance of the project construction to assure compliance with plans, specifications, and all other contract documents.  The inspection services shall be clearly defined and the amount Infotonics is required to pay for such services shall be stated.

  • As project inspector, A/E will be responsible for any damages arising from any defects in design or negligence in the performance of the construction inspector.
  • Supervise any required subsurface explorations such as borings, soil tests, and the like, to determine amounts of rock excavation or foundation conditions.
  • Attend bid openings, prepare and submit tabulation of bids, and make a recommendation as to contract award.
  • Review proof of bidder’s qualifications and recommend approval or disapproval.
  • Submit a report not less frequently than quarterly to Infotonics covering the general progress of the job and describing any problems or factors contribution to delay.

Infotonics will hold two bidders conferences/site visits – the first on Friday, April 4, 2008 at 9:00AM at Infotonics (5450 Campus Drive, Canandaigua, NY 14424) for those A/E firms wishing to submit a response to this RFQ.  The first bidders conference will allow interested firms to tour the site, obtain a floor plan of the affected space, and learn of the specific requirements for the Infotonics Commercialization Center in preparation of responding to this RFQ.  Infotonics will make a first cut and re-invite finalists for a second conference to be held at a mutually agreed upon date.
